As an open coastal city in southeast China, Ningde City has
been improving its investment environment and accelerating its
infrastructure construction. The building of 500-kilometer expressway
networks with No.104 Expressway as its main stem has been completed.
Luoning (Luoyuan-Ningde) Expressway, No.1 and No.2 Tuuels of Feiluang
Ridge have been constructed and put into use. The construction of Fuding-
Ningde expressway with a total investment of 7,400,000,000 Yuan is under
way and will be completed in 2002.The building of Mingdong Airport with an
investment of 1 billion yuan has been listed on the agenda. The
construction of Fu-Wen (Fuzhou-Wenzhou) Railroad with an investment of
7,500,000,000 has been listed on the Tenth Five-Year-Plan for National
Economic and Social Development (2001-2005) and the project will be
initiated in 2002.Harbor construction in Ningde is now taking shape.
Cheng'ao Port and Baima Port are listed among China's A-level ports.
Shnsha, Xiabaishi and Zhangwan ports have been put into use. There are
altogether 7 thousand-ton-level commercial ports and 21 fishery ports.
Chen'ao Port, a multi-funtion 10,000-ton port will be put into operation
in 2002.East-Fujian Power Net has been set up. Hydropower installation in
Ningde City has amounted to 705,000 kilowatts. Two generating units in
Muyang Terraced Power Stations with an installation capacity of 400,000
kilowatts have joined the Power Net and been working properly. Regional
power nets have been linked to provincial power nets. Postal communication
supplies complete and convenient service. Communication with 197 countries
and regions is available and Internet offers quick and cheap service.
Foreign organizations such as customs, commodity check and quarantine,
border check are complete and efficient. While strengthening Ningde's
infrastructure construction, the municipal government has been putting
forward a series of preferential policies, aiming at creating a nice and
flexible investing environment for investors from abroad.
Four comprehensive economic development zones, Shandu'ao, Saiqi, Dongqiao,
Muyang and three industrial development zones, Ningde, Fu'an, Fuding have
been set up to quicken the investing pace.
Dongqiao(East Fujian Overseas Chinese) Economic Development Zone makes up
an important part in Ningde city proper, a medium-sized coastal city in
future. Covering an area of 21 square km, Dongqiao Zone abounds in
state-owned land to be developed. Infrastructure construction such as
water and power supply, traffic, telecommunication, service organizations
such as financial, insurance, public security, industrial commerce, tax
collection, investment guide center, complaint center, investment
intermediary offer quick and convenient service. The zone will develop
into a modern economic zone combining commerce, housing, tourism,
administration, and education, hi-tech, advanced agriculture and industry
into a whole.
Saiqi Economic Development zone lies on the middle point between Wenzhou
and Fuzhou. The zone constitutes an important part in Shandu'ao Economic
Development Circle. Covering an area of 45 km2, Saiqi zone offers 10,100
mu of land to be developed, among which 8,294 mu for industrial use, 1,176
mu for commercial area. Saiqi Port has opened the navigation lines to
Hongkong, Macao, Guangzhou, Xiamen, Fuzhou, Shanghai, Nantong, Qindao and
numerous cities along the Yangtze River. Chinese State Council has
approved the opening of Baima Port in Saiqi Zone to foreign liners.

center, complaint center, investment intermediary offer quick and
efficient service for all investors.
Shandu'ao (Shandu Bay) Economic Development Zone locates in the middle
point of China's coastal line, covering a land area of 66 km2 and a water
area of 58 km2. Chinese state Council has authorized the opening of 7.5km
coastal line in Chen'ao Transfer Port to foreign liners, along which
10,000 to 300,000-ton level berth can be built. The zone is programmed
into six areas: protective tariff area, tourist area, residential area,
education and amusement area, and port-processing area. The 20,000-ton
multi function wharf and the second-level expressway from the wharf to
downtown are being constructed and will be put into use in 2002. Covering
an area of 43 km2, Zhangwan Industrial development Zone lies on the lower
reaches of three major rivers and abounds in fresh water. With convenient
land and water transportation, the Zone is an ideal site for major
industrial projects
Fu'an She Ethnic Minority Economic Development Zone lies on the west of
Fu'an City. The Zone was approved to be a provincial-level development
zone in Oct, 1998.Covering an area of 16.8 km2, the zone is made up of
Mu'yang Town, Mu'yang She Ethnic Village and Kancu She Ethnic Village. The
total population is 30,700, among whom, 11,000 are the She Ethnic minority
people. The zone is featured with typical and exotic ethnic atmosphere.
Fu'an She Ethnic Minority Economic Development Zone is the sole ethnic
minority economic zone in Fujian Province. It is listed among the nine
ethnic minority economic zones in China. The zone has been enjoying
China's preferential policies and thus has great potential to advance in
future.
Ningde City welcomes foreign investors to join the development of Ningde
City by investing in various projects which accord with the general
policies of local government, and of Fujian and China, especially basic
industrial projects, industrial and agriculture projects which feature
high-tech, high profits and high benefits. Preferential policies are given
especially to infrastructure construction such as agriculture; traffic and
energy supply, port construction, science and technology development.
As regards to foreign-invested joint ventures or those which do not depend
on the capital, raw materials or sale markets in China, except the
