INVESTMENT ENVIRONMENT Highway-There are more than 9006 KM of highway transport service in Quanzhou. Qu anzhou's highways have already penetrated to all villages. The mileage of highwa y is 82.9 km per 100 km2. That is the top all over Fujian province. The 324 line of national highway of Fuzhou-Quanzhou-Xiamen had been transformed to be the fi rst class highway. The 305 line of provincial highway of Quanzhou-Dehua whose le ngth is 128 KM, the 306 line of provincial highway of Jinjing-Quanzhou-Anxi whos e length is 102 KM, and the 205 line of provincial highway of Anxi-Tongan, had b een widened to be the second class highway, and the 98 KM section in Yongchun of the 212 line of provincial highway and the line of Sanming-Jiaowei has been rem ade to be the second class highway. The Quan-Xia expressway of the Fu-Xia-Zhang expressway has been finished and put to use, and the Fu-Quan expressway will be finished and put to use soon.Railway-The railway of Zhangping-Quanzhou-Xiaocuo has stretched to Xiaocuo. Air Transprot-The Quanzhou Jinjiang Airport which had been air service in 1996 h as open up over ten domestic routes and HongKong booking plane route at present. Shipping-There are 25 harbours which include 2 Type-A ports and 7 Type-B ports i n Quanzhou capable of allowing 15.81 million tons of vessels to pass in and out yearly. Among them, two are the first class national ports and seven are the sec ond class ones. There are regular shippings sailing to Dalian, Shanghai, Hainan, Japan and Hongkong. About 9 KM from downtown is national Typa-A port, Houzhou G arbour of Quanzhou Bay, possessing 3 mooring buoys capable of anchoring vessels over 10,000 tons each. There are also 7 special wharves for passengers, cargoes, grains and oil, there are two container wharf of 5000 tons has been put up, and other two 5000-ton wharves of the 3d term project is being prepared. A complete system of facilities has been set up in the harbour area, in which the containe rzed traffic has opened. There is now passenger ship service between Quanzhou an d Hongkong. In Xiaocuo harbour of Meizhou Bay, a wharf for merchantman of 10,000 tons and another permitting oil tanker of 100,000 tons have been put to use now , a multifunctional wharf for coal of 50,000 tons and a wharf for merchantman of 50 thousand tons is being prepared. Power supply-TAhere is a 500KV transformer station and six 220 KV transformer st ations and thirty-two 100 KV ones. In addition to the provincial eletrified wire net, medium hydropower stations of Shanmei, three classes of Longmentan, Lantia n in Anxi and dozens small ones have been set up ultilizing the local water cons ervancy. The capacity of power supply in the whole city is 9.5 billion KWH a year. Water supply-The urban district has a rich water supply from its waterworks, whi ch supplies 165 thousand tons of water daily. Each county, city and district and many township have its own waterworks. Telecommunications-The whole municipality has 1.27 million lines of program cont rolled telephone. Microwave communications are in use. Long distance call is now able to make direct call from Quanzhou to over 500 cities internally and 185 co untries and regions internationally, including America. Japan, Singapore and Hon gkong. There is capacity of 750,000 lines of mobile telephone swith machine, whi ch can every each county, city and district in Quanzhou municipality and form a network with other regions in Fujian province with automatic roam and roam in 22 large and medium sized cities manually. The biggest system of unwire call in Ch ina with the capacity of 1 million lines is open and covers the whole municipality. Mena while, well-equipped post and telecommunication services are offered such as modernized cablegram, telex f ax and express services. Urban construction-To speed up the constructation of the central city is an impo rtant mission for Quanzhou. Quanzhou proper will becom e a harbour city which is open to outside world, a commerce and travel city and a central city in the hometown of overseas chinese.
