In order to further improve the soft environment of investment of Fuzhou Free Trade Zone, simpify the procedure of handling affairs, raise the efficiency of handling affairs, Fuzhou Free Trade Zone carrys out a system of time limit of accomplishing various items that the investors and enterprises request the relevant departments attached to the Zone to transact namely under the premise that the documents and materials provided by the investors and enterprises are available in all varieties and the propram is legal, the unit, that are requeated to handle that matter, should accomplish within the time limit stipulated in this provision, the time limit must be calculated staring from the day accepting the request. Hereby the provision is formulated.
1. The time limit of transacting the formalities of examination and approval of investment projects:
(1) Applying for and receiving of "Fuzhou Free Trade Zone Investment Application Form" and the examination of qualification of acceding to area ---- one working day
(2) Applying for the approval of enterprise name ---- one working day
(3) Checking and giving "Fuzhou Free Trade Zone Project Enrollment" ---- one working day
(4) Checking and giving "the business licence of enterprise legal person of the People's Republic of China" ---- three working days
(5) Applying for opening an account with the bank ---- two working days
(6) Transacting taxation business registration ---- one working day
(7) Transacting customs registration ---- one working day
2. The time limit of transacting formalities of examination and approval of land use right and capital construction:
(1) Signing land contract ---- three working days
(2) Transacting the red line drawing of plan ---- two working days
(3) Reporting and examination of the design scheme of constructional engineering drawing ---- three working days
(4) Telling real intention of working drawing of constructional engineering ---- one working day
(5) Acceptance checking of constructional engineering completed ---- one working day
(6) Transacting the certificate of ownership of house ---- ten working days
(7) Examination and approval of the fire fighting of constructional engineering ---- six working days
(8) Transacting the leasing formalities of factory building, warehouse, writing building ---- one working day
(9) Transacting the formalities of buying and selling of house in bonded area ---- five working days
3. The time limit of transacting the application for water, electricity, telecommuication and their installation:
(1) Applying for the power supply that is used in capital construction engineering and the installation of that ---- ten working days
(2) Applying for the water supply and the installation of that ---- ten working days
(3) Applying for permanent power supply, and the examination and approval of that ---- ten working days installcation and debugging of that twenty working days
(4) Applying for telephone, tele, fax and installation of that ---- seven working days
4. The time limit of transacting the formalities for vehicles and personnel into and out of Free Trade Zone:
(1) Transacting the pass of working personnel of enterprise in Free Trade Zone ---- one working day
(2) Transacting the temporary pass of the builder of engineering ---- one working day
(3) The pass of temporary visiting personnel is transacted as the personnel arrives
(4) Transacting the pass of vehicles ---- one working day
(5) The security personnel necessary for enterprises of Free Trade Zone arrives the post within two days
(6) Transacting the formalities of the recruiting and employing of the personnel of enterprises of Free Trade Zone ---- two working days
5. The time limit of transacting the formalities of the goods into and out of Free Trade Zone
(1) Transacting the formalities of clearance of import goods used for exhibition ---- two working days
(2) Transacting the formalities of clearance of import goods for home consumption of bonded area's goods for home consumption of Free Trade Zone's enterprise ---- three working days
(3) Transacting the formalities of clearance of tradable goods ---- three working days
(4) For the goods of holder of "customs clearance bill", the security personel let him pass as he arrives.
6. If the unit concerned does not complete the affairs mentioned above within the time limit stipulated in this provision, which must be treated according to the provision of " Enforcement Regulations of Report System of "Red Lamp" of Organ's Goverment Affairs". The investors and enterprises may also complain to the " complaint Centre of Foreign -- Investment Enterprise of Fuzhou Free Trade Zone."
7. The right of interpretation of the present regulation belongs to the Management Committee of Fuzhou Free Trade Zone.
8. The regulation shall come into force on may 1, 1995.
